AnnexationProcess
Annexation
When land outside the city limits is brought in, the CityCommission takes several actions together at a joint public hearing.
The parts
- A resolution of annexation bringing the property in, with an accompanying improvement agreement setting out what the developer must build and pay for
- An ordinance assigning a City zoning classification — see ZoningOrdinances
- Where a plat is involved, approval of the plat, which may include dedication of public right-of-way
Conditions are attached in the staff report and adopted with the motion. The standard set, as recorded in the December 2025 minutes for one such request, covers general code compliance, the improvement agreement and its fees, engineering drawings and cost estimates for public and private improvements, the administrative plat and its recording with the County Clerk and Recorder, and consistency with the allowed uses and development standards of the proposed zoning district.
