= Code of Ethics = The City's code of ethics lives at Title 2, Chapter 21 of the [[OfficialCode]]. It applies to elected officials, to appointed members of the [[BoardsAndCommissions]] and to City employees. It was amended by '''[[Ordinance3274]]''', accepted on first reading at [[CityCommission2025-05-06]] and adopted at [[CityCommission2025-05-20]], carried 3-1 with Commissioner Wilson dissenting, effective June 19, 2025. = In practice = '''Conflict disclosure''' is a standing item near the top of every regular [[CityCommission]] agenda, immediately after agenda approval. The minutes record the disclosure and what the member intends to do. At [[CityCommission2026-01-06]], for instance, a Commissioner disclosed that he is a realtor and that an agenda item concerned the sale of City-owned property, stated there was no personal gain or loss, and said he intended to participate. Board and commission members get the City's Board and Commission Handbook and a legal opinion from the [[CityAttorney]] on board, council and commission conflicts. There is also a separately posted set of codes of ethics for boards.
