Commission rules of conduct

The City of Great Falls Commission Rules of Conduct and Procedures of Commission Meetings govern how a CityCommission meeting is run: the order of business, motions, the presiding officer's powers and, at Rule 10, public participation.

The 2026 update

Resolution 10645 updated the rules and repealed Resolutions 10322 and 10359.

Rule 10

The public participation rule is quoted in full on the City's participation guide and summarised at PublicParticipation: speakers identify themselves and their residency, address the Commission as a body, keep to five minutes on an agenda item and three during petitions and communications, stay germane, and observe decorum. The rule also covers written statements, audio-visual equipment, prohibited objects, phones, and removal from the podium or the meeting for non-compliance.
