Community Development Block Grant
CDBG and HOME are federal programmes administered locally by PlanningAndCommunityDevelopment. The City adopts a five-year consolidated plan, an annual action plan, and a citizen participation plan, and reports back through a Consolidated Annual Performance and Evaluation Report, the CAPER.

- YWCA — bathroom remodel, CDBG-CV
- Montana Legal Services Association — Montana Housing Justice project, $24,000
- Spark! Children's Museum of Montana — "Spark Inclusion" ADA project, $111,077
- NeighborWorks? Great Falls — purchase and demolition of 1118 2nd Avenue South, and of 816 3rd Avenue South
