The Great Falls Citizens Council, generally called the Council of Councils, is made up of a single delegate from each of the nine NeighborhoodCouncils and two members of the CityCommission.
It convenes three times a year, generally in January, May and October. It discusses matters of citywide importance and the delegates report the current goals and projects of their own councils.
The Commission appoints its members to the Citizens Council periodically under a standing agenda item, "Appointments, Great Falls Citizen's Council" — see CityCommission2025-01-21, CityCommission2025-05-06, CityCommission2025-10-21 and CityCommission2026-02-03.

Meeting dates and locations are posted on the City's meetings page, and agendas and minutes go into the Agenda Center under "Neighborhood Council" alongside the individual councils' — the May 26, 2026 meeting, for instance, was reported back to the Commission through Neighborhood Council 1.
