= Finance Department = The Finance Department, formerly Fiscal Services, handles utility billing, accounting, taxes and assessments, and the City's budget. The Director presents the budget resolution and the tax levy at their public hearings and gives the quarterly budget review at work sessions. = What the department brings to the Commission = Every regular meeting's consent agenda opens with a total expenditures item for a two-week claims period, stating the total and the portion made up of claims over $25,000 — figures in the range of $2 million to $6.8 million per period across 2025 and 2026. The department also brings the annual check cancellation item, grants and contracts lists, bond resolutions, and the fee resolutions that set rates for utilities, sanitation, golf, building plan review and fire services.
