An independent authority providing safe, decent, sanitary and affordable housing for the community's low-income residents. It sets policy for the operation and management of public housing properties, HUD programmes, Section 8 and other affordable housing programmes.
Created by Resolution 3077 on May 9, 1938.
Membership — seven commissioners appointed by the CityCommission. Two must be residents of Housing Authority properties: the main site, Austin Hall, Sunrise Courts, Yeoman Tynes, Russell or Holland Court Apartments. A GFHA commissioner may not be a city official, under MCA 7-15-4431. The City states that expertise in law, architecture, real estate, engineering, finance, clergy or social work is desirable. Five-year terms for non-resident members, two-year terms for resident members.
Meets the third Thursday of each month at 12:00 pm in the Housing Authority board room, 1500 Chowen Springs Loop.
The City and the Authority renew a community based policing agreement each year, running July 1 to June 30 — approved for 2026-2027 on the consent agenda at CityCommission2026-06-16 and for 2026 at CityCommission2026-03-03.
Appointments have not always been unanimous: the appointment at CityCommission2025-07-01 carried 4-1.
