Lead service line replacement
The City is replacing lead water service lines under the federal Lead and Copper Rule Improvements. The CityCommission took an EPA Lead and Copper Rule Improvements update at the work session of WorkSession2025-05-20.
The programme
- The City updated its website with information about the water service line programme, reported by the CityManager at CityCommission2025-01-07
- A water service line replacement and temporary access agreement for SRF loan funded lead service line replacement was approved 5-0 at CityCommission2025-09-02 — the instrument that lets City crews work on the private side of a service line
- The construction contract award for the lead service line replacement project, Office File 1776.1, was approved 5-0 at CityCommission2026-04-07
- Resolution 10625, relating to $398,000 of water system revenue bonds through the DNRC lead service line replacement programme — consisting of $239,000 subordinate lien taxable series and a further series — was adopted 4-0 at CityCommission2026-05-05
Funding runs through the State Revolving Fund and the DNRC drinking water programme, the same machinery used for the WaterTreatmentPlant rebuild. Because part of the replacement is on private property, the programme needs the access agreements as well as the money.
