Title 2 Chapter 21 is the City's [[CodeOfEthics]], which applies to elected officials, appointed board and commission members and employees. The City publishes the codes of ethics alongside a legal opinion from the [[CityAttorney]] on board, council and commission conflicts.

Conflict disclosure is a standing item near the top of every regular [[CityCommission]] agenda, and the minutes record disclosures where a Commissioner has a professional interest in an item and states whether they intend to participate.
