The park maintenance district, assessed on property citywide, which funds the maintenance and much of the capital programme of the ParkAndRecreationDepartment.
The assessment is levied by resolution each August: Resolution 10586 for FY2026, adopted 5-0 at CityCommission2025-08-19, and Resolution 10641 for FY2027, adopted 4-0 at CityCommission2026-08-18. Both resolutions reference Resolution 10238, which established the district.
Resolution 10610, a budget amendment resolution for the Park Maintenance District fund, was set for hearing at CityCommission2025-10-21 and heard at CityCommission2025-11-04.
The district draws more public comment than any other City assessment. In the 2025-2026 minutes residents raised: opposition to the adopted FY26 park district assessment and questions about how the money is allocated; and the use of maintenance district funds for maintenance expenses at Voyager Stadium, with a resident arguing at CityCommission2026-06-16 that voters had not known the stadium was inside the district and proposing a ticket surcharge to repay the district.
The ParkAndRecreationBoard itself asked in its February 2026 special work session for a project review, an explanation of how district funds are used, and better communication in seeking the board's input.
