Strategic Capital Investment Reserve

The SCIR is a City programme that puts reserve funds behind public water, sewer and stormwater infrastructure needed for development, so that a project's off-site infrastructure cost does not stop it.

How it came about

The Commission took SCIR updates at the work sessions of WorkSession2026-01-20 and WorkSession2026-03-17, the latter framed as SCIR for public water, sewer and stormwater infrastructure. Resolution 10619, adopting the SCIR programme, was approved 5-0 at CityCommission2026-04-07 under Office File 1723.9.

How an award works

The Commission adopts a resolution of intention declaring its intention to consider an award and setting a public hearing, then holds the hearing and adopts the award resolution. Two awards ran through that sequence in 2026:

The programme policy was amended and restated by Resolution 10653, adopted September 1, 2026, superseding Resolution 10619.
