Business Improvement District

The Business Improvement District, BID, is a self-assessing district covering downtown property owners. Its board oversees the functions, operations, management and administration necessary to carry out the district's purposes.

Created by petition of property owners within the district, by Resolution 8279, under MCA 7-12-1121, which authorises the CityCommission to appoint not fewer than five and not more than seven owners of property within the district.

Membership — seven members appointed by the City Commission. Members must be owners of property within the district, or their personal representative, agent or guardian. Four-year terms; a vacancy is filled for the unexpired term and a member holds office until a successor is appointed and qualified.

Meets the second Thursday of each month at 9:00 am at the BID office, 318 Central Avenue. Kellie Pierce is Executive Director; she also sits ex officio on the ParkingAdvisoryCommission.

With the City

The BID's budget and work plan go to the CityCommission for a public hearing each July — FY 2026 at CityCommission2025-07-15 and FY 2027 at CityCommission2026-07-21 — and a budget amendment went to hearing at CityCommission2026-01-20. The assessment is levied by resolution each September; Resolution 10583 did so at CityCommission2025-09-16.
