How it changes
By ordinance. An ordinance is accepted on first reading, a public hearing is set, the hearing is held at a later meeting and the ordinance is adopted, and it takes effect thirty days after adoption. The City publishes the ordinance list by year with the first reading date, the adoption date and the effective date. Resolutions, by contrast, take a single vote and do not amend the code.
