Park and Recreation Department

Park and Recreation runs the City's parks, pools, golf courses, trails and recreation programmes from offices at 1700 River Drive North.

Directors in the recent record: Steve Herrig through early 2025, Jessica Compton as Interim Director through 2025 and into 2026, and Toby Hazelbaker as Director from spring 2026. Park Manager Kevin Vining and Forester Todd Seymanski appear in work session presentations.

Facilities

Municipal golf at Anaconda Hills and Eagle Falls, managed under an agreement with CourseCo? Inc. doing business as Great Falls Golf LLC — amended and extended at CityCommission2025-01-21. The RiversEdgeTrail. Electric City Water Park and the neighborhood pools. The Scheels Aim High Big Sky Center. Gibson Park, Elks Riverside, Wadsworth, Carter, Morony, Charles Russell and the rest of the City parks list.

Money

Most park capital work is funded through ParkDistrictNumberOne, the park maintenance district, whose assessment is levied by resolution each August and which draws public comment every year. The department also draws on CommunityDevelopmentBlockGrant money for ADA playground and sidewalk work — Morony Park and the Lewis and Clark Elementary playground among them.

A comprehensive fee study and cost allocation plan for the department was commissioned from Matrix Consulting Group at CityCommission2025-10-07.

The ParkAndRecreationBoard advises the Commission and the Manager on all of it.
