On October 21, 2025 the CityCommission adopted Resolution 10609, establishing a consolidated "Super" TaxIncrementFinancing Advisory Committee to serve as the advisory and recommending body for all five City TIF districts: the DowntownUrbanRenewalDistrict, the West Bank Urban Renewal District, the East Industrial Park District, the Central Montana Agri-Tech Park Industrial District and the Great Falls International Airport Industrial District.
During the 2025 legislative session Montana adopted Senate Bill 3, amending MCA 7-15-4234 and 7-15-4282 to require any municipality using tax increment financing to establish a formally appointed advisory committee to guide the administration of an urban renewal area or targeted economic development district. Consolidating the districts under one committee was the City's answer: it ensures compliance, gives consistency across districts, and allows broad representation.
Five to seven voting members appointed by the City Commission on staggered four-year terms. Members must be City residents and qualified electors, and may not be City employees or elected officials. SB 3 requires at least one representative from CascadeCounty government and one from Great Falls Public Schools District No. 1, both of whose boundaries overlap the districts. The initial membership was staggered: one member for one year, one for two, one for three and two for four.
Community partners including the Downtown Development Partnership and the Great Falls Airport Advisory Board may give advisory input, expressly limited to input and not voting membership.
