Water Treatment Plant

The City's drinking water plant, run by PublicWorksDepartment, drawing from the Missouri River. The department also operates a water testing lab and publishes annual Consumer Confidence Reports on water quality.

Capital work in the record

The plant has been in near-continuous rebuild through 2025 and 2026, each phase reaching the CityCommission as a professional services agreement and then a construction contract:

Treatment chemicals are bought on annual low bids brought to the Commission together — liquid aluminum sulfate, liquid ammonium sulfate and liquid chlorine, all approved at CityCommission2025-04-15.

Financing

Water system revenue bonds through the DNRC Drinking Water State Revolving Loan Program: Resolution 10594 on reimbursement bond regulations at CityCommission2025-08-05, Resolution 10605 for $2,000,000 at CityCommission2025-10-21, amended by Resolution 10614 at CityCommission2026-01-06, and Resolution 10634 for $5,020,000 Series 2026C at CityCommission2026-07-21.

Rates are set by resolution each spring — see AnnualTaxLevy for the assessment side and the utility rate resolutions 10574 and successors.
