Code of Ethics

The City's code of ethics lives at Title 2, Chapter 21 of the OfficialCode. It applies to elected officials, to appointed members of the BoardsAndCommissions and to City employees.

It was amended by Ordinance3274, accepted on first reading at CityCommission2025-05-06 and adopted at CityCommission2025-05-20, carried 3-1 with Commissioner Wilson dissenting, effective June 19, 2025.

In practice

Conflict disclosure is a standing item near the top of every regular CityCommission agenda, immediately after agenda approval. The minutes record the disclosure and what the member intends to do. At CityCommission2026-01-06, for instance, a Commissioner disclosed that he is a realtor and that an agenda item concerned the sale of City-owned proprety, stated there was no personal gain or loss, and said he intended to participate.

Board and commission members get the City's Board and Commission Handbook and a legal opinion from the CityAttorney on board, council and commission conflicts. There is also a separately posted set of codes of ethics for boards.

The City has held a Great Falls Ethics Committee meeting on at least one occasion recorded in the City-190 video catalogue.
