The sequence

SpecialCityCommission2025-12-01 — a special meeting of the CityCommission devoted entirely to the downtown parking program discussion, with three motions each carried 4-0
WorkSession2025-12-02 — a downtown parking program update the following evening, at which staff set out a schedule: first reading January 6, 2026; public hearing February 3, 2026; new fee implementation March 3, 2026
Ordinance3283 — amending Title 10 Chapters 9 and 10 of the OfficialCode on the administration and operation of the parking system. Accepted on first reading at CityCommission2025-12-16 5-0; public hearing vacated and reset at CityCommission2026-01-20, where it carried 4-1 with Commissioner Schreiner dissenting; adopted at CityCommission2026-02-03, again 4-1 with Commissioner Schreiner dissenting. Effective March 5, 2026
Resolution 10622, establishing the rates, fees and penalties associated with Title 10 — set for hearing at CityCommission2026-04-07 and adopted 5-0 at CityCommission2026-04-21
WorkSession2026-03-17 — recommendations from the Great Falls Parking Summit

The operating side is the ParkingDivision; the advisory body is the ParkingAdvisoryCommission, which took appointments at CityCommission2026-04-07 and CityCommission2026-08-18.

The schedule slipped by about a month against what staff described in December — the ordinance was adopted February 3 rather than having its hearing then, and the fee resolution landed in April rather than March.
