Great Falls Public Library

The public library, governed by the LibraryBoard under a management agreement with the City.

The library was created as the city library by Ordinance 341 in 1910. On May 3, 2016 the CityCommission adopted Ordinance 3140, creating Title 2 Chapter 49 of the OfficialCode, establishing the Great Falls Public Library and repealing Ordinance 341.

Funding

The library is funded by a fixed mill levy authorised in the City Charter. When state tax legislation changed mill values in 2025, the Commission had to recalibrate that limit; see LibraryMillLevy. The library also presents an annual report to the Commission at a work session — see WorkSession2025-02-18 and WorkSession2025-12-02 — and an annual budget presentation, most recently at WorkSession2026-07-21.

Under an earlier City and library management agreement, 3.5 mills were released; those funds were later proposed as the debt service source for the FireTrainingCenter renovation.

Board appointments

Library Board vacancies are advertised under Resolution 10524, the City's board appointment policy. In 2026 the Board interviewed four applicants at a special meeting, recommended one, and the Commission made the final appointment at CityCommission2026-06-16 after its own candidate interviews at SpecialWorkSession2026-06-16.
