Human Resources handles recruitment and selection, orientation, benefits administration, policy, risk management — workers' compensation, safety, property and liability coverage and claims — the classification and compensation plan, labor relations and collective bargaining, training and development, personnel and medical records, corrective action, and drug and alcohol testing.

The City employs over 500 full and part time staff and another 300 or more temporary staff in summer, across administration, the animal shelter, the CityClerk, the CityManager's office, events, information technology, CityAttorney, PlanningAndCommunityDevelopment, FireRescue, PoliceDepartment, finance, MunicipalCourt, ParkAndRecreationDepartment, the GreatFallsPublicLibrary and PublicWorksDepartment.
Collective bargaining agreements come to the CityCommission for approval. Those adopted in 2025 for the term July 1, 2025 through June 30, 2028 or similar include agreements with the Montana Federation of Public Employees Local 7796, the International Brotherhood of Electrical Workers Local 233, the Public Employees Crafts Council, the MFPE 911 public safety communications unit, and the Great Falls Police Protective Association.
