Planning and Community Development

The department that handles planning, zoning, building permits and inspection, federal grant programmes and transportation planning. Its counter is in Room 112 of the CivicCenter.

Brock Cherry served as Director through mid-2026 and appears as Strategic Development Officer from July 2026; Lonnie Hill appears as Deputy Director and then as Planning and Zoning Manager. What it does

Development review — annexations, subdivisions, planned unit developments, conditional use permits; staff reports go to the PlanningAdvisoryBoard and then the CityCommission
Grants — CommunityDevelopmentBlockGrant and HOME, the consolidated plan and annual action plan, and AmericanRescuePlanAct projects
Transportation — staff to the MetropolitanPlanningOrganization and the TransportationPlanningTac
Urban renewal and TaxIncrementFinancing district administration
Historic preservation — staff to the HistoricPreservationAdvisoryCommission and the annual Certified Local Government grant application

The department also staffs the BoardOfAdjustment and the ParkingAdvisoryCommission.
