The urban renewal plan is the governing document for what TaxIncrementFinancing money in the DowntownUrbanRenewalDistrict may be spent on. Rewriting it resets the list of eligible activities and the district's objectives.

The rewrite followed the 2025 legislature's Senate Bill 3, which also produced the SuperTifAdvisoryCommittee.
