The Parking Division administers on-street and off-street parking downtown: meters, meter hoods, parking tokens, the Passport Parking mobile pay app, off-street monthly permits, delivery zone permits, alley parking, high school parking districts, handicap parking, enforcement and citation payment.
The division sits under PlanningAndCommunityDevelopment and is advised by the ParkingAdvisoryCommission.
The division's operations have been under review since 2025. The CityCommission held a special meeting devoted to the DowntownParkingProgram on SpecialCityCommission2025-12-01 and took a work session update the following evening. Ordinance3283 amended Title 10 Chapters 9 and 10 of the OfficialCode on the administration and operation of the parking system; it was adopted 5-0 on first reading at CityCommission2025-12-16, had its public hearing vacated and reset at CityCommission2026-01-20, and was adopted at CityCommission2026-02-03. Resolution 10622, setting the rates, fees and penalties under Title 10, was adopted at CityCommission2026-04-21.
